NEW DELHI: If you haven’t still got a high security registration plate (HSRP) and a colour-coded fuel sticker affixed in your car, be prepared to shell out Rs 5,500.Starting Tuesday, the transport department’s enforcement wing will start penalising cars without a high security registration plate (HSRP) and a colour-coded fuel sticker. However, two-wheelers and cars registered in other states will be spared for the time being.According to the amended MV Act, a vehicle without HSRP can be fined Rs 10,000, which has been compounded to Rs 5,500 by the transport department. A similar amount of fine is applicable on cars registered in Delhi that don’t have colour-coded fuel stickers.
A senior transport department official said that starting from Tuesday, challans will be issued by nine teams of the enforcement wing at random locations. “The emphasis would be on colour stickers to identify vehicles, whether these are petrol or diesel-run, etc. Enough time has been given so far to car owners to get colour-coded fuel stickers affixed and now challans of Rs 5,500 will be issued,” he said. “These stickers are affixed on the windshield so that these can be identified from far away,” he added.
“We are starting the drive with nine teams but very soon, the number of enforcement teams will be scaled up to 50 and these will start action at many more locations,” he said. “Earlier in 2018, Hon’ble Supreme Court had directed that colour stickers be affixed on vehicles in Delhi. Since October 2, 2018, all new vehicles are coming affixed with new colour stickers. But existing vehicle owners are still not coming forward to get these stickers affixed,” he said.“We are starting the drive from Tuesday in limited and selective areas of Delhi as the objective is to sensitise vehicle owners to get colour-coded stickers at the earliest,” he said. Those who have already booked a colour-coded sticker online, can show the receipt to enforcement officials and wouldn’t have to pay the fine.
According to transport department officials, the number of vehicles without HSRP, including both cars and two-wheelers, is at least 40 lakh. While only cars are required to have fuel stickers, the number of such cars is around only 3.5 lakh. A light blue sticker will be used for petrol and CNG-run vehicles and orange for diesel vehicles. Since October 2, 2018, HSRP and fuel stickers are affixed in vehicles in Delhi at the time of registration.Slots for fitment of HSRP and fuel stickers can be booked through www.siam.in, which will redirect the vehicle owner to the respective HSRP manufacturer’s website. After booking, vehicle owners will get a real-time update of each stage of the processing through SMS and will be notified at least two days prior to the date of delivery.
In October, state transport minister Kailash Gahlot had directed for stopping the online booking after complaints were received from vehicle owners about delays in getting HSRP and fuel stickers affixed. The facility restarted from November 1, along with the facility of doorstep delivery in some parts of Delhi.
