Div Com reviews status of issuance of IB & Pahari Speaking Certificates to eligible persons

    Divisional Commissioner Jammu, Dr Raghav Langer today chaired a meeting to discuss the notification of left over Border Villages falling within 6 kilometer from the International Border and required amendments, if any, in SRO-59 & S.O. 127.Certain grievances had been raised before the Div Com in this regard, during field visits.The meeting was attended by Director Social Welfare, Jammu, Vivek Sharma; Assistant Commissioner (central) with Divisional Commissioner; Deputy Director Social welfare Jammu; ACR(R) Jammu.Deputy Commissioner Kathua; Deputy Commissioner Samba; ADDC Rajouri; AC(R) Poonch participated in the meeting through video conferencing.At the outset, the Divisional Commissioner inquired about the formalities, rules and regulations for issuance of the IB and Pahari speaking category certificates to the eligible people. He asked the concerned officers to devise an effective mechanism for the whole process so that the eligible beneficiaries do not face any difficulty in getting certificates. IB certificate issuance service has already been made online by the districts.Dr Langer directed the Deputy Commissioners of Jammu, Samba, and Kathua to conduct more detailed exercises for notification of left out border villages and submit the report within ten days. He asked them to go through the previous exercise and study the basis on which the process was done. Required help can be sought from Survey of India maps and Google map tools, DCs were told.It was discussed that in the initial notification, a total of 508 villages were notified as eligible and subsequently 43 more border villages were added to the list.The Divisional Commissioner further enquired about the Pahari Speaking certificate and Eligibility criteria mentioned in Rule 21 of the said S.O. along with the exclusion clauses.The Div Com told DCs that certain grievances are being received in his office regarding issuance of Pahari Speaking Certificates and if any DC wants to seek any clarification regarding the interpretation of the rule position; the same be submitted to his office.Earlier, all the concerned authorities submitted the detailed report regarding the issuance of certificates and certain difficulties being faced by them. The officers submitted that they have followed all the norms and regulations notified by the government.
