DDC reviews functioning of RDD at Udhampur

JE placed under suspension for dereliction of duties

UDHAMPUR, JULY, 08: District Development Commissioner, Dr. Piyush Singla, today convened a meeting of officers and field functionaries of Rural Development Department (RDD) to review physical and financial achievements of all the schemes under implementation in the district.

Dr. Singla took a comprehensive review of progress on Pradhan Mantri Awas Yojana (PMAY), Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), 14th FC, PMAGY, Aadhaar seeding, Status of Strengthening of SHGs, Convergence of water conservation works, Registration of migrant labourers, Job cards verification providing of job cards to labourers from other states. He also assessed the status of convergence plan to be taken up with various line departments and the progress of works under MGNREGA & SBM (G).

ACD Mushtaq Chowdhary gave a detailed power point presentation about the progress of different schemes of RDD sector in the district. He informed that there are a total of 0.61 lakh job card holders, of which, 0.41 job cards are active in the district. Besides, there are 460 SOS and 2019 new works for the year 2020-21 and 85% Aadhar seeding has been completed, he added.

DDC directed BDOs to complete all SOS works within one month. He stressed on rate fixation and asked to hold meeting of rate fixation committee to update the rates of construction materials.

DDC stressed on water conversation and water harvesting structures and asked RDD to take up water bodies existing in revenue record on priority. He further asked to quantify the area put under water conservation/water harvesting.

DDC asked the concerned to ensure that maximum area is irrigated through micro irrigation channels.

DDC instructed the field functionaries to ensure that they remain present in the area of their posting and are accessible to the public. He asked the BDOs to ensure that all the labourers returned from outside UT are registered. Under 14th FC, 2471 works have been sanctioned and 972 works have been started so far.

While reviewing progress on SBM and community sanitary complexes, ACD was asked to submit a report regarding beneficiaries who have not received payment due to some technical reason on the portal.

While reviewing the scheme wise estimates, DDC placed JE block Kulwanta under suspension for poor performance and dereliction of duties.

Under PMAY (G), against a total target of 6949, 1610 houses have been completed so far.

DDC stressed on 100% coverage of farmers under KCC and PM-Kisan in Kisan Pakhwada. He appreciated the work under Jeevika and back to school (B2S) initiatives. He added that under B2S , about 3000 school drop outs have been identified and 2076 students have been enrolled so far. He said that Education department will distribute school bags and books free of cost among these students. He asked CEO to organize informal classes for these school drop outs.

DDC also reviewed progress on Pradhan Mantri Adarsh Gram Yojana and asked the BDOS to ensure the plan is framed by the Village Convergence Committee (VCC) as per the format.

Among others Additional District Development Commissioner, Ashok Kumar, Chief Planning Officer, Rajeev Bhushan, CEO, Parshotam Dutt Sharma, DSWO, Er. Sajad Bashir Somberia besides all Block Development Officers, AEEs and other field functionaries of Rural Development Department were present in the meeting.
